Hargreaves Associates is working with Skidmore Owings and Merrill on the redevelopment plan for the 120 acre Poplar Point site on the Anacostia River in the District of Columbia for the Anacostia Waterfront Corporation (AWC). The master plan is a component of a Congressional Act that will authorize the transfer of this land from the National Park Service (NPS) to the District. Currently, large portions of District lands are owned by the Federal government, foreign governments, and non-profit groups such as museums and institutions that are exempt from property and sales taxes. The land transfer of Poplar Point will allow redevelopment to occur, with a balanced mix of private development, cultural and civic amenities and open space that will provide a much needed taxable income base for the District.
