Hargreaves Associates worked through an extensive six year public process to generate consensus between contentious user groups, immediate stake holders, and local, State, and Federal Government Agencies, each holding different attitudes on the land use and design of this highly complex restoration project.





This National Park Service project involved two years of public meetings, workshops, and presentations — twenty-five in all — that established a forum for productive discussions on future development of the bay-front parcel.





With increasingly larger turnouts, participants were broken down into smaller working groups with representatives from each of the concerned constituencies: national park users, dog-walkers, picnickers, sailboarders, bird watchers etc.





These smaller groups effectively managed potentially inflammatory large-group histrionics and enabled each individual to play a meaningful, participatory role in the development of programming goals and design solutions. Once consensus was achieved within smaller groups, results were presented together in the larger group.
